The Federal Programs Department oversees the administration of numerous federally and state-funded programs. Typically, these funds are allocated to the Local Educational Agency (LEA) with the aim of supplementing existing activities and programs within the educational system. This supplementary funding ensures that the LEA can enhance its current offerings, providing additional resources and support to students and educators. By managing these funds, the Federal Programs Department plays a crucial role in bolstering educational initiatives, ensuring compliance with federal and state regulations, and addressing the diverse needs of the school community. This approach helps to create a more robust and comprehensive educational environment, ultimately improving educational outcomes for all students.

Federal Programs - Department Goals

  1. Regulatory Compliance

    • Ensure full compliance with all federal, state, and local regulations, laws, and guidelines governing educational programs and services, including adherence to grant requirements and reporting deadlines.

  2. Grant Management Efficiency

    • Streamline grant management processes to maximize efficiency and effectiveness in the allocation and utilization of federal funds, minimizing administrative burden while optimizing resource allocation to support student achievement.

  3. Transparent Communication

    • Foster transparent communication and collaboration with internal stakeholders, including school administrators, faculty, and staff, to ensure alignment of goals and objectives with the mission and vision of Legacy Prep Charter School.

  4. Data Integrity and Security

    • Implement robust data management systems and protocols to ensure the accuracy, integrity, and security of student and program data collected and reported for federal compliance purposes.

  5. Program Evaluation and Improvement

    • Conduct regular evaluations of federal programs and initiatives to assess their impact on student outcomes, identify areas for improvement, and make data-informed decisions to enhance program effectiveness and efficiency.

  6. Equity and Access

    • Prioritize equity and access in the administration of federal programs, ensuring that all students, regardless of background or ability, have equitable opportunities to benefit from the resources and services provided through federal funding.

  7. Community Engagement

    • Engage with parents, community members, and external stakeholders to solicit feedback, share information about federal programs and initiatives, and build partnerships that support the educational goals of Legacy Prep Charter School.

Federal Education Programs


Title I, Part A – Improving the Academic Achievement of the Disadvantaged
The purpose of Title I, Part A is to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at minimum, proficiency in challenging state academic achievement standards and state academic assessments.

 

Legacy Prep implements a school-wide Title I program, which serves as a comprehensive reform strategy aimed at enhancing the entirety of the educational program within the school. The primary objective of this approach is to guarantee that all students, especially those with lower achievement levels, exhibit proficiency and advanced mastery on State academic standards. Through this school-wide reform initiative, Legacy Prep aims to develop an enduring, all-encompassing plan for school enhancement that is embraced by the entire school community and customized to address its specific needs.

At Legacy Prep, Title I- Part A funds are allocated to complement the school's educational program, aiming to enhance educational opportunities for students. Permissible expenditures may include the hiring of additional staff, provision of training for school personnel, acquisition of computer equipment or instructional materials, and operation of after-school or summer programs. It is imperative that Title I funds align with the school's educational plan outlined in Legacy Prep's Annual Continuous Improvement Plan.

 

When evaluating the appropriateness of expenditures, consider the following questions:

  • How does this expenditure directly contribute to student achievement?

  • How does this expenditure directly support professional development for staff?

  • How does this expenditure promote parent engagement in school activities or assist parents in supporting student achievement?

 

Legacy Prep adheres to expenditure guidelines for federal programs established in the Office of Management and Budget's Uniform Grant Guidance (OMB) Circular A-87. 

 

All expenditures must meet the standard of being reasonable, ordinary, and necessary to be deemed allowable. The attached chart provides a partial list of expenditure purposes for which guidance has been sought in the past under Title I guidelines. If there is uncertainty regarding whether a proposed expenditure aligns with Title I or district guidelines, please reach out to our office for further assistance.

 

Title II – Preparing, Training, and Recruiting High Quality Teachers, Principals, or Other School Leaders

The purpose of Title II of the Every Student Succeeds Act (ESSA) is to:

  1. Increased student achievement is consistent with the challenging state academic standards.

  2. Improve the quality and effectiveness of teachers, principals, and other school leaders.

  3. Increase the number of teachers, principals, and other school leaders who are effective in improving student academic achievement in schools.

  4. Provide low-income and minority students greater access to effective teachers, principals, and other school leaders.

 

Title III, Part A – Language Instruction for English Learners and Immigrant Students
Title III, Part A is to ensure that limited English proficient students, including immigrant children and youth, develop English proficiency and achieve academic success. Title III funds are supplemental to the EL core program and are used for professional development, materials/supplies, parenting, and extended year programs.

Title IV, Part A – Student Support and Academic Enrichment Grant
ESSA established the Title IV, Part A, Students Support and Academic Enrichment (Title IV) program as one of the provisions to support student’s successes. This program is intended to help meet these goals by increasing the capacity of state educational agencies, local educational agencies, schools, and local communities.

  1. Provide all students with access to a well-rounded education.

  2. Improve school conditions for student learning.

  3. Improve the use of technology in order to improve the academic achievement and digital literacy of all students. (ESSA section 4101)  

 

Title IX, Part A of ESSA - McKinney-Vento Homeless Education Assistance Act
The purpose of Title IX is to ensure that all children and youth living in homeless situations have equal access to the same free and appropriate public education provided to other children and youth. 

 

​Legacy Prep has established policies aimed at eliminating any obstacles that may impede students' academic progress. These policies ensure that all students receive equitable access to educational services and opportunities, enabling them to meet the same rigorous state student performance standards applied to all students.
